In response to the need expressed at a round table organized at the request of the EC Commission by the European Institute of Public Administration (EIPA) in March 1987 for a more structured and permanent network of women in the higher public service at European level, a Steering Committee was set up by EIPA with the support of the Commission with the aim of stimulating development and implementation of positive actions for women in their own national government administrations.
At the third meeting of the Steering Committee held in September 1990, the following topics were discussed:

  • career development a strategy for the optimization of human resources;
  • follow-up of the Steering Committee's meeting of September 1989, which dealt with recruitment and development of career planning;
  • recent developments and suggestions for future work of the Steering Committee and current statistical developments.
This publication presents the findings of an EIPA survey on the abovementioned topics, which were presented by Mrs Marie-José Raetsen in a working document at the meeting, and the conclusions drawn by Mrs Michèle Teirlinck, DG V, Commission of the EC, who chaired the meeting.
The publication also includes reports by Mrs Ivy Cameron and Mr Hedley Woods, London, Mr Peter Moss, London, and Mrs Bettina Knauth, Statistical Office of the European Communities, Luxembourg.
