The European External Action Service and Public Diplomacy appears in the 'Discussion Papers in Diplomacy' series, published by the Netherlands Institute of International Relations 'Clingendael'. The author is Dr Simon Duke, Professor, at the European Institute of Public Administration, Maastricht. This paper, which is the first of its kind specifically on public diplomacy and the EEAS, considers the internal and external challenges involved in understanding, informing and influencing publics within and beyond the EU. The paper considers the role of both the EEAS headquarters as well as the delegations in forming and shaping impressions of the EU's external actions. The principal challenges identified for public diplomacy in this context are: the need for a keener idea of what is to be communicated; the need for enhanced coordination to avoid multiple and sometimes confusing communication; and, finally, the need for adequate expertise and resources. The paper concludes with ten specific policy recommendations.
