Schengen has not seen its final days yet, despite the political agreement at the Amsterdam summit in June 1997 to incorporate the Schengen protocol into the Treaty on European Union. This volume contains the proceedings of the sixth Schengen Colloquium, which dealt with legal, political and institutional issues that have arisen from the incorporation process. The European Institute of Public Administration – who organises these colloquia, which have matured into prestigious events – found some highly qualified persons to deal with a wide-range of politically sensitive and technically challenging questions.

Issues such as the negotiations concerning the Schengen protocol, the rules and procedures regarding the integration of Schengen into the Treaty on European Union, the functioning of the Schengen institutions, the achievements of the Austrian EU Presidency, and the substitution of the asylum chapter in Schengen by the Dublin Asylum Convention are dealt with in the first part of the volume.

A more specific issue is dealt with in the second part, namely the security arrangements at the external Schengen borders (Germany, Finland and Greece). The ins and outs of international information systems and the data protection issues that are related to information and intelligence exchange can be found in the third and final part of the book. The volume concludes with an overview of legal instruments that have been adopted under Title VI of the Treaty on European Union from July 1997 to date.
