This publication is the result of a comparative study on the financial management in certain Member States and international organizations requested by Mr C. Facini, who, in 1987, was Director-General of DG XX of the Commission of the EC. The study focuses on two aspects, which have been described in two phases.
Phase I describes the influence of information technology on financial management.
The main objective of Phase II is to describe and compare the main priorities of the modernization programmes taking place in financial management in some European public administrations. Firstly, this study offers a static picture of current financial management. Secondly, the study gives a dynamic picture of how the financial management systems are changing in the public administrations chosen.
Due to time constraints the investigations were carried out in selected Member States and international organizations, namely Denmark, France, Italy, the United Kingdom, OECD and ILO. The information contained in this report was collected by interviewing officials, who provided the necessary information either verbally or by sending a synthesis.
