Also available in French How are Community directives and regulations which have been adopted in Brussels implemented? Why do some Member States implement them with delay or not at all? What should be done so that European Community policies are accepted more easily by citizens and administrations in all the countries? For the first time, this systematic study of the practical implementation of the same set of directives and regulations in ten Member States provides a thorough insight into the obstacles which have been met in the implementation of European Community policies. Volume I of this two-volume work presents the major analyses and conclusions drawn from material gathered over two years by ten national research teams (whose reports are published in detail in volume II). It also reports the major discussions and conclusions of the IVth Erenstein Colloquium which brought together professional administrators and experts from twelve Member States and the Community's own institutions to debate the implementation of European Community policies. Volume II contains the reports of the national research teams: (in French) Belgium, Greece, France, Italy and Luxembourg; and (in English) Denmark, Germany, Ireland, The Netherlands and the United Kingdom. They describe and analyze the process of incorporation into national law and the implementation of 17 directives with implementation deadlines in 1980 and covering the majority of European sectoral policies. They go in more detail into the implementation by administrations and the enforcement by the interested parties of two Community regulations in the road transport sector (driving hours and the tachograph). A complete profile of the implementation systems and procedures is given for each country.
