European Policy-Making, Implementation and Subcentral Governments: A Survey

The objectives of this pamphlet are to provide a comparative analysis of the experience of subcentral levels of government (SCG) in the Member States of the European Community (EC) in the formulation and implementation of Community policies; and to identify the problems of, and future development in, the relationship between EC and SCGs.
