In response to the need expressed at a round table organized at the request of the EC Commission by the European Institute of Public Administration (ElPA) in March 1987 for a more structured and permanent network of women in the higher public service at European level, a Steering Committee was set up by ElPA with the support of the Commission with the aim of stimulating development and implementation of positive actions for women in their own national government administrations.
At the second meeting of the Steering Committee held in September 1989, the following topics were discussed:
  • recruitment and development of career planning;
  • follow-up of the Steering Committee's meeting of June 1989, which dealt with structures and mechanisms within the public services and guidelines which are incentives for equality in practice;
  • recent developments and suggestions for future work of the Steering Committee and current statistical developments.
This publication presents the findings of an ElPA survey on the abovementioned topics, which were presented in a working document at the meeting, and the conclusions drawn.
