This study examines the various phases of policy formulation and management as well as the implementation of Community decisions by the national administrations.
National reports outline the nature of the administrative procedures, the actors involved in these procedures and the various steps to be taken.
The analysis firstly presents the administrative systems of the Member States and, subsequently, the relationship in the national systems between the negotiation and the implementation phases; it describes the participation of the national parliaments in the negotiations on Community decisions and highlights the role of the national authorities in the decision-making process.
An evaluation is also made of the transposition techniques of the Member States for the implementation of Community decisions in national law. More specifically, the study considers the factors likely to delay that process as well as the structural adjustment possibly required due to implementation. Finally, it describes the way in which the administration is organized for the observance of Community law, on the one hand, and for cooperation with the other Member States on the other.
In conclusion, summary texts present the national organograms with the similarities and differences between the various administrative procedures within the Member States of the European Union from the viewpoint of a European partnership by way of these procedures - ways of communication, cooperation and coordination.
