This work, written by Astrid Auer, Christoph Demmke and Robert Polet of the European Public Management Unit EIPA describes and compares the various civil service regulations and management methods employed in the 15 Member States of the European Union. The authors first examine the implemented processes for recruitment, promotion, appointment of top managers, training, assessment, remuneration, pensions, professional codes of ethics, labour relations and equal opportunities for men and women. They then question the relevance of the traditional distinction drawn between the career system and the position system and consider the prospects for opening up national civil services to Europe.
